         Landsat is a National Aeronautics and Space
administration (NASA) experimental prcJect to determine the
usefulness of satellite-acquired data for managing the Earth's
environment and natural resources.   findings/Conclusions:
Although the project has been going c., since 1970 and vill
extend into the 1980s at costs which will exceed $650 million,
there is no clear statement of Governkent policy regarding
support of an operational system. DeveloEment of such a policy
will require consideration of complex technical, political,
economic, institutional, and international issues. The Office of
Science and Technology Policy (OSTP) has ccnsidered soze
technical and funding issues relating to Landsat-D and is
planning to form a Cabinet level policy grcup to study broader
issues. Legislative proposals for operational systess include
establishment of an Earth Resources ard Envircnmental
Information System which would broaden the Governmient's role in
remote sensinq technology. Before such a ccamitnent is taken,
studies of issues involved should be undertaken.
Recomendations: The Director of CSTP should periodically inforw
the Congress of the goals and results cf its studies relatihg to
satellite-based, remote-sensing policy issues. (HTs)
