          In 1969, the Comptroller General granted discretionary
 authority to agency heads to deteruine whether it was nre
 efficient and economical to prcure transpctation for
 particular types o small shipments using commercial forms and
 procedures. The Department of Defense's (DCD's) use of
 commercial documentation and procedures to purchase and Fay tox
 common carrier domestic freight tran.t-ortation was studied. The
 DOD has entered into agreements with *4 numter of cuzriers to
 accept comercial forms in lieu of Government kills cf lading;
 however, many local transportation officers are not taking
 advantage of the benefits ot these agreements. Ship;img-end
 manaqeme.it officers cited the following reasons for not using
 commerc'al forms and procedures: lack cf authorization at the
 shipping level to use commercial forms, lack of standai:dization
 of commercial forms, fear of having less ccntrol over shipments,
 problems in determining whose funds wouid be cited cn the
 document, fear of duplicate payments, protlems in auditang
 charges, and failure to shew that eccrcmy would result. The
 maeooc beiiefits to be gained by using commercial forms are that
 rewer Government forms would be needed and administrative
 processing would be lessened. The use cf ccommecial procedures
 sticuld be reemphasized, particularly tor shipment! via direct
 air carriers, air freight forwarders, and bus express.
 Permission should be requested for use of ccmmercial forms and
 procedures tar all domestic shipments via these three modes
reqardless of shipping costs. (RRS)
