         16 June IS76, the Office of leleccamunicavions Eolicy
awarded a firm-fixed-price sole source negotiated ccutract to
the Kitre Corporation to atudy the ioterception vulnerabilities
of unprotected domestic commercial xelecommunicaticns systems,
especially microwave systems. The study yielded a two-volume
report and a separate how-to publication entitled Selected
Examples of Possible Approcches to Electronic Communications
Tnterception Operations.  Findings/Ccnclusionc: This how-to
publication was withheld from public release until a decision
was ende that its ccntents were not classified and that it did
not meet disclosure exemptions under the Freedca of Information
Act. in January 1978, the Office began releasing the expanded
how-to book. It was reasonable for the Office to want a
comprehnsive study made, vince none was availil, on the
interceptior vulnerabilitias cf all U.S. commercial
telecommunications systems. However, the Office's procurement
involved deficiencies pertcining to documentation cf procurement
actinns. The documentation supporting negotiation of a sole
source contract on tn, grounds of puklic exigency ard the
impracticability of obtaining coapytition did not comply with
procurement regulations. The how-to publication was prcduced
as a separate publication for policy lakers through
misunderstandinqs between Office and Rtre otficials. It is
possib I that publication of this look could lead to SOme
instances of privacy invasion that would not occuL it the book
