         The method the U.S. Customs Service uses to allccace
inspectors to ports-of-entry has created staffing
inconxistencies and the potential for their inefficient use
Althovqh Customs has been aware of these shortcomings for ze.ny
years, only recently have efforts been made to correct tk2
problem. In August 1976, Customs established the Productivity
TasK Force to develop en approach to productivity management.
Findinqs/Conclusions: despite the magnitude of its
responsibiliti.es, Customs does not have a system which provides
detailed info'mation on its inspection efforts and whicb relates
such efforts to accomplishments, considerinq such factors as
volume, processing complexity, enforcement risks, and tacility
restrictions. In addition, Customs terminology has not been
standardied, thereby hindering the conversion cf wcrklcad data
to staffinq requirements. A review of Customs cperations at
several locations showed no appazent correlaticn tr*ween the
number of inspectors assigned to a port-of-entry and the
workload in terms of activity levels, work complexity, cr
enforcement risks. Efforts to correct these prcllem s ti;cugh tae
Productivity Management and Improvement Ercqram appear to be
weakeninq, and top management support is needed if Customs is to
make a more ra,.ional allocation of iLspectors. Recommendations:
The Secretary 3f the Treasury should direct the Commissioner of
Customs to provide the Productivity Task Force the necessary
leadership and the authority, guidance, and personnel to
acccmplish its objectives; monitor the progrezs of the
Productivity management and Improvement Prcgram; and develop
standardized Customs terminology for current and prcpcsed
