          The Environmental Protection Igency (EPA) has nit
 effectively fulU.lied its responsibility tc provide reference
 standards (precisaly defined samples) of pesticides for uso by
 the Food and Drug Administration (FDI). as a result, the FDA is
 seriously hampered in mozitoring pesticide residues in food and
 in enforcing pesticide toleraLces. The Pesticide Reference
 Standards Section (PRSS), which provides regulatory agencies
 with samples of precisely def.ned composition for axa in
 analysis of food for pesticide residvet, was transfexred from
 the FDA to EPA. After the transfer, the lakoratory Am which PASS
 was located was closed. PeASS staff remained in administ-rative
 offices at the laboratory and continued to Frovide preriously
 pa,.titioned referenc,3 standards on request. The lacLratoty was
 moved and limited operations were resumed in Februa-y 1978.
 During its 18-month closure, PRSS exhausted its inventory of
 many standards and, therefore, was unatle to provide sre needed
 standards to FDA and provided some others that were either
 degraded or subpotent. The PRSS inatility to provide peiep
 potent reference standards when needed seriLously impairs the
 enforcement programs of other agencies. Ike Administrator of EPA
 should take vwiatever actions are necessary to: perfcrt
 appropriate tests to assure that standards sent to enforcement
agencies are of the proper quality; and enatle PASS to
accomplish its other tasks, including data comliling and
cataloging, indexing, synthesizing, and purifying standards
