         The Evironmental Protection Ageacyls (ZPEA's)
cpliance with section 17(b) of the Pederal Insecticide,
Fungicide, and Rodenticide Act which requires IPA to notify
foreign governments and international aqencies bhenever
reqistration, cncellation, U suspensaIon of a pesticide becomes
effective or ceases to be effective %as examined. Since 1972
when the act was amended to require foreign government
notifications, EPA has cancelled, suspended, or significantly
restricted use of 14 pesticides or pesticide ingredients. EPA
and Department of State records indicate that foreign
qovernments were notified concerning five pesticide actiucs.
However, cognizant foreign officials irdicated that few had
actually received the notifications. EFA's criteria for
reportinq suspension and cancellation actions linit foreign
qovernment notifications to actions determined to have national
or international significance. Only LA-initiated cancellations
and suspensions of basi-. pesticide active ingredients registered
for use in several products are considered actions cf naticnal
or international significance; actiors on individual pesticide
products are not. Foreign countries have received little, if
any, information through official charnels regarding the
requlatory status of pesticides., Those ccuntries race'ving
information obtained it primarily through perscnal contacts. EPA
should: review all pesticide suspensiers and cancellations to
identify those of national and international significance,
compile intormation on these actions for distrituticn to
appropriate forcign governments, and develop a system with the
State Departbent for timely and efficient dissemination of this
