          The Department of Commerce oses more than 300 computer
 systems for its various programs; in 1977, it spent over $100
 million on such systems. The Department could achieve
 siqnificant savings by improving the-management of its planaing
 processes for acquiring and using automated data processing
 (ADP) resources. Findings/Conclusions: Savings could be
 attained throuqh consolidation of existing facilities which
 nerform similar functions, by standardization cf comparable
 systems, and by modernizing the systems so that competitive
 procurements could be made. In 1974, an attempt was made to
 develop lonq-ra.qe data processing plans, increase compatability
 of software and hardware, and provide better arrangements for
 managing and operating computer facilitlev. These ;rocedures
 have not eliminated many of the problems bvcause: the central
 aanaqement office did not have sufficient resources or
 authcrity, top management was not sufficiently involved, and
 there was no formal Department-wide Elan for coordinating data
 processing activities.  Recommendations: The Secretary of
 Commerce should: establish a formal planning proces& that will
 provide manaqement involvement and accountability at all levels
 for the direction, coordination, and control of ADP activities
 and resources; establish an executive ADF management committee
 chaired by the Secretary or Undersecretary; assign to the
 Departaent's Office of ADP management the responsibility for
 supportinq the executive ADP manarresent committee and
 controlling ADP planning, budget formulaticn, and review
 processes; establish an evaluation and review process that
 acquires the necessary feedback on plans, provides control
 information, and establishes accountatility for perfcrmance. and
