         The Navysl Operational Test and ivaluation Forcje test&
and evaluates Navy weapon systems in An opeational environeont
and develops ,roceduren and tactics f, their use. The T.st

evaluation& directly to the Chief of Naval operations.
Findings/Conclusions: The Navy has made cousiderakle progress in
planning and conducting tests and ruporting test results.
However, in some instan.es, Navy officials made pi:ocurement
decisions before sufficient operational test and 0ivoluatton was
completed, and som6 systeos entered prodsction btforc  it vas
known whether they could perfcrm their missions under combst
conditionas. operational test and evaluation results completed on
some wfapon systems after production began shoved significant
performance problems. Deviations from pcescribed testing
procedures should te made only when the need for the system is
critical or the risk of performance problems is minimal. In some
cases. a complete operational test and evaluaticn could not be
made because of limited test resources.   Recommondations: The
Secretary of Defense should demonstrate thrcuyh operational
testing that weapon systems can perfora their u isos5io in
typiual combat environments before they are approved for
production and see that the Navy's Operational Test and
Evaluation Force is given adequate resources tc perform the
necessary test and evaluatf.on. (RES)
