         Over the past 12 years, the Congress has made sore than
S) billion available for population prograss in developirc
countries. A major part of these funds has been used to finance
population programs of tho. United Nations, private international
ora'Anizations, and universities. Findings/Conclusions: Although
there has been a growing awareness of populaticu problems and
some progress in controlling them, birth rates must fall faster
in order to achieve stability in world population. In the
countries sfadied, contraceptive use was such lover than that
considered a~cessary for population stability. The Agency for
£nternational Development (AID) has focused on providinq family
planning ikiformatlon and services, but it has not givo.
sufficient- esph&sis tV studies about linkages betveen fertility
and develcpment. AID has revised its population policl to place
greater euphasis on social and economic change to influence
birth rates. This policy, and congressional provisions requiring
that development projects be designed to motivate smaller
families, have not yet been iiploqented. Some constraints have
been: lack of an entity dedicated to integrating population and
develcpsent assistancG, the variety of views within AID, and
insuff-Icient development of organizational and financial
arrangements. Recommendations: the Administrator of AID sould
establish an organizational structure under leadership that will
emphasize integrating population and develoament assistance %ad
developing knowledge needed to carry out such an approach.
Development and use cf issioe-level expertise is essential for
this purpose. International, private, and voluntary
orqanizaticns should be encouraged to consider population and
development assistance relationships and the need to plan
prograas and projects accordingly. In the Sahel development, the
Administrator of AID should incorporate considerations of
population grovth-developmeut interrelationships. surport
