         An adequate supply of water is essential to the needs
of the Nation's citizens and industries. While the development
of some new water supplies may be needed to meet the noeds of a
groing population, making moe efficient use of existing water
supplies can help meet these zeds. Findings/Conclusions:
Conserving municipa.L and indus'-rial water supplies frees
additional supplies for other p.z-ases; preveLs or delays
construction of costly wator supply and treatment fac.1iities;
decreases the amount of energy needed for pumping, treating,
aand heating water; and reduces the required capacity of future
wastewater treatment facilities. No centralized data bank or
clearinghouse on water conservation axists; such a clearinghouse
could serve a useful purpose in providing water conservation
information. Recommendations: The Chairman of the Water
Resources Council should take the lead in establlishing an
interagency task force of the Federal and nuD-Fecral agencies
involved in water supply activities which would jointly develup
Federal objectives, policies, and action plans for a
clearingbouse for water conservation practices involving
municipal and industrial water supplies. The ttsk force would
also ascertain the current technology, additional research
needed* Federal incentives needad, priorities, and additional
legislative authority needed for implementing effective water
conservation practices. Unless the findings of the task force
clearly justify a different approach, the Council vhould request
the necessary auihority from the Congress to sake the
clearinghouse activity oerational. Federal aqo~ncies including
the DeFartment of Housing and Urban Development, the Bureau of
Reclamation, the Soil Conservation Service, the Corps of
Rngineers, General Services Administration, and the Department
of Defense, should encourage water couservation techniques in
