         Shortcomings bere found in certaiu data systems used by
.he Ftderal Power Comaission (FPC) and the Federal Energy
Administration (PEA) in managing natural gas ani propane
supplies during times of shortages. Although the
responsibilities of these agencies have been consolidated in the
Departmeut of Energy (DOE)* their data systems and Froc@saing
methodclogy continae to be used by DOE. If DOE continues to rely
ot essentially the same system ased by the FPC and PEA, DOE
personnel will continue to haie incomplete and dated inormatioL
as the basis for their fuel ruppAy projec:ions ani dec3 sions.
DOE managers could draw er,,7oveous conclusions as o th- neveris;
of the fuel situation by usini such information. This c-uld lead
to either costly fuel inventoty buildups and the installation of
unneeded alternate fuel capability or an unpreparedness for
shortages that could result ia plant closures and unemploydent.
To more effectively manage the natural gas and alternate fuel
progrtis and enhance short-term decisionmaking, the data
collection system should be improved to provide adequate and
timely data on: natural gas delieries, emergency gas supplies,
and underground gas storage on a piueline or distribution
system; the potenitial economic impact and the volume of gas by
end-use priority that is being served in each State, the
locaticn of the supplies, the ability of a transportation system
to del.ver the supplies, and the 3conomic impact of propane
shortages. (RIS)
