Authority: Older Americans Act of 1965, title VII (42 O.S.C.
    3045).

         Through provis.ons of title VII o! the Older Americans
Act, inexpensive, nutritionally sound seals, supportive
services, and opportunities for socialization and recreation are
provided to the Nationcs elderly. To fulfill its oavrsight
responsibilities, the Administration on Aging (AO) b&5 a
information syLtea which reruires 3%ates to submit quartely
program performance reports and financial status roports.
Findinqs/Conclusioas: The information system was not designed to
support proqran management, and its usefulness is limited
because of low priorities placed on rerorting proceduresn system
changes. inconsistent data, aad unreliable feedback to State
agencies. Better data on progr&a oerfornance would help the
States in managing the program an. tue AOA in ideltifying
problems. Other problems noted were: imadequate controls over
meal contributions re'ceived, a reed fox improvements in
protecting confidentiality of recipiezts, income from seal
contributions was not used in soes instances, audits were not
alvay, oerformed and did not always include reviews of seal
coatributions, some StA.tes ,)rovided incorrect inato maticsaon the
number of meals served to the Department of Agricultuz for its
