         For many years, the aray relied on the draft to acquire
a large. continuing supply of new personnel. Since the draft
ended, it has pursued an aggressive program to rectuit
volunteers@ paying bonuses to enlistees tr critically needed
skills. Although the &rmy has shortages of enlimted personnel in
critically needed skills, it has substantial asubers of
individuals qualified in those skills. It has had problems in
maintaining am inventory of personel w th skills to match its
needs. fte army needs a workable system for distributnag0
assiqninj, using, and accounting fo&: its personnel.
F ndings/Conclusions: Aray personnel management policies.,
requlations, aad instructions need to be made more specific to
quide officials at headquarters and field installaticas in
attaininq the most effective distribution,. essigamet. and use
of enlisted personnel practicable. The &rules combat mission
capability has priority, but its peacetime xole and demands on
personnel are important. Readquarte~at has notLafficially
recognized that its personnel managemeat policies and
instructions must also serve peacetime needs. There is little or
no peacetime need for some authorized positions ia gartison. but
some garrison needs that do exist are sot alvaja met. The
personnel distribction and assinaoent system often does not get
the right people to the right place at the right time. In the
absence of standard procedares * each installation manager mst,
to some extent, apply his own techniques and judgment to the
allocation of skilled personnel. Recomeadations-, The Secretary
