         The Public lorks Employment Act of 1976 eptablished a
program to provide State and local governmerts with
antirecession assistance payments. It was designed a- a means
for streugthening the Federal Governmentss ability to stabilize
the national econos7 by promoting greater coordination, duriag
times of econoatic downturn, betwen nat4lonal economic pcolicy and
budgetary actions of State and local governments. laitially
Conqress authorized $1.25 billion to be paid State and local
goveranonte for the f5we quarcters ending 5'iptember 30. ii97i, zrd
then renewed the program ior an additional year. As of Aipril 7,
1977, $1.18 billion was paid to recipient gevexun4ents.
Findings/Concluslons   There was little evidence that the
recession severely affected the bndgets uf 16 selected county
governments. The interchazgeable nature of nonieys. shifting
priorities and ueeds, changing revenue amounts free varicus
sources, and the relatively small contribution autirecessior
payments made to tLe counties' resources impairi4 analysis of
the proqram's actual effect on county budgeto. Etowever, the
following affects were noted: (1) three counties' revenue
collections were talling short of meeting expezmditures,, and
antirecession funds helped balance the budgets and possibly
avoided counterproductive steps; (2) five countries were
collecting sufficient rerenues to meet budgeted expenses and
uzzed antirecession funds to maintain cr augnen', surpluses; and
(3) six counties sere collecting enough revenues ta meet
budgeted expenditures, and antirecession :unds were used tc
increase eutborized expenditure levels. fl.st counties
appropriatine, antirecession funds reporte4 using this assistance
for salaries. However, assistance paiyents were substituted for
other revenues that noraally funded the p~sitions. (PRS)
