Health, Bdfcationo and Welfare should direct the Inspector
General to conduct a comprelensive audit of the Center's
aduinistrative practices. This audit should be directed to
identifyinq: the extent to which additional admitstrative
problems say exist at NCTR and the changes needed to strengthen
administrative controls; and the amounts owed to the Government
as a result of improper palments so that %ppropriate collection
