 President and Congress will use Department of Energy proposals
 on sbich uclear reactor and fuel cycle t6chnologies should be

 programs. Better decisions could be mad* if NBC were actively
 and independently involved tn v&e selection process9 b~t the ilC
 has no current plans for becoming involved in the ewluatioa and
 planning effort. The Chairman of the INC should: establish a
 proqram to systematically and indepeedsntly monitr the
 development of alternative fission reactor and fuel cycle
 technologies for the future; and ientify and report to the
 President and congressional committees known or suspected
 licensing issues and problems associated with technologia under
 consideration by the Department of Energy before nay are
 scheduled to be selected for future developmeat. The Secretary
 of the Department of Energy should nform SBC of the reactor and
 fuel cycle technologies under consideration for future
 development and recognize the NRC's teports on known or
 potential licensing issues and probloms when formulating
*roposals to the President and the Congress. (22S)
