orqanizations encourage participation in contAnuing educatioal

considered valuable, and the specific incentives weze effective
in encouraging participation. anagenent training was thought to
be more rewarding than technical training, lore than half of the
intervieees cousiiered that maintaining technical expertise is
not an eft!ective way to enhance promotion rosEcts. the Ur
Force organiautions generally provide the same continulg
educational opportunites and incentives as teo of their Federal
Contract Resaarch eater counterparts. the principal dItfereme
