         The Secretary of Defense requested an indepth study of
U.S. maritime strateqy and long-term naval requiresents. The
National Security Council study examined fvtare Navy ship
requirements on tke basis of U.S. defense policies, Navy
missions and role, and Soviet military capatilities and
strateqiss. It alao discussed future xequirementu in light of
increasing costs and anticipated technological treakthroughs.
The study was reviaved to clarify issues that zelate to tho size
ol the naval force aDd to evaluate the recommendations.
Findinqs/Conclusions: The study left the following important
isaves unresolved: Should the Navy continue to rely on tha
carrier for offensive capability? Could and shoull forward
deployment of high-value forces be accomplished with less
valuable assets? Why does the study assign a large cumber of
ships to protect naval shipping? Why ire general-purpose forces
being sizeu and structured for conventional warfae even thongh
the Soviet Onion can, and possibly intends to, conduct a nucloar
war? ere th' analyses the study used in determining future
naval force levels too pessimistic? and Why did the stu1y
propose future naval force levels on the basis of currently
programed forues? If these issnes had keen considered in the
study, they would have materially affected its outcome.
kccordingly, these issues should be examined before any
decisions are made on the future naval force size and
composition. Recommendations: The appropriate congressional
committees should hold extensive exploratory hearings to examine
the impact of these issue- on the future naval force size and
compos t.ion. (RRS)
