         The Navy is planning and exploring a Vertical Srrt
Takeoff and Lending (VSWL) aizcraft program uhicL could change
its approach to proviinq and using sea-based aircreft in power
prolection and sea co&trol functious. a traiitiou to am all
VSTOL sea-based air fleet is expected from 1991-2000. This could
result in swaller deck aircraft carriers and the dispersal of
manned tactical aircraft. rlndings/onclasios in tbe c:-eut
proIran, the Navy in studying operatianmi concepts to
demonstate the capabilities of curr ent and future ship and
aircraft combinations. Several considerations could limit
program development. If VSTOL aircraft are not available 61niag
the transition period, in which both VSTOL and conventional
aircraft would be opetatinq off large deck carriers, there would.
be pressures to retain conventional aircraft. There are
questions of whether the costs for development of VSTOL can be
met while eeetinq current sea-based air fleet needs. The degree
of VSTOL implementation will be determined by the effectiveness
of dispersion of aircraft on a larger number of ship platforms.
ssessments are being made of the degree of reliability,
maintainability, and availability which can be achieved by
ISTOL. Development depends on technological advancement skich is
being assessed for risk, needs, and status. There is a question
of whether the acquisition strecegy planned for the program
complies with Ofice of management and Budget (CBS) policies.
Recommendations: During future appropriation hearings on Navy
tactical aircraft programs, the Congress should fully consider
matters relating to reliability, aisitainability, availability,
effectiveness of dispersion, the state of tech'ologle and
acquisition strategy. The Secretary of DefensQ * houldz give
priority attention to whettar the operational ca cepts being
proposed for ISTOL are realistic and cost efl.ctive, determine
whether the advances in te-hnology necessary to develop VSIDOL
are reasonable and can be achieved before the schduled
full-scale development decision, and resolve thQ question of
