     Dear Madam Secretary:

          The Merchznt Marine Act of 1936. as amended, (46 U.S.C.
     1101) se:s forth the coals for the G.S. merchant marine and
     provides the basis for Federal maritime colicy aimed at
     achievin. these goals. To assure the accomplishment of
     these goals, section 210 of the act requires the SecZetary'
     of Commerce to develop and maintain a comorehensive long-
     range program plan for replacements and additions to the
     mechant marine fleet. Ti determine the extent to which
     this requirement is being met and to ietermine if the
     Maritime Administration's (MarAd's) planning activities
     are serving as art adequate guide for congressional over-
     sight decisions, we reviewed planning documents prepared by
     MarAd, interviewed MarAd officials, and reviewed recent con-
     gressional reports. Our review was performed January 1977
     through August 1977.

          MarAd has performed numerous stud!qs and developed
     many plans; however, we found that a single, comrehensive,
     long-range plan, containing current and future vessel re-
     quirements, as required by section 210, has not been main-
     tained. A plan containing such requirements was prepared
     in 1969; however, this plan was not updatcd until recently.
     Although MarAd has informed us that an updated plan will be
     finalized shortly, we believe it incumbent upon too manace-
     ment to insure that XarAd maintains a current plan, showing
     present and future capabilities and requirements of the
     U.S.-flag fleet. In three reports during the past year,
     members of the House Committee on Merchant Marine and
     risheries---M-Ad's legislatii-e oversight committee--have -
     expressed dissatisfaction at the lack of planning data
     presented during hearings.

     BACKGROUND

          The requirement to. develop a long-range procram plan
     for the U.S. merchant marine was embodied in the 1936 act.
