         Tie processing function for civil service retirement
and refund claims includes employing-agency processing of
individual retirement records and adjudication of claims by the
Civil Service Commiss'on's (CSC) Bureau of Retirement,
Insurance, and Occupational Ha.alth. An estirated 16C,000
retirement and survivor'annuitant claims and 132,000 refund
claims were processed in fiscal ysar 1977.
Findinqs/Conclusions: 11'ploying agencies Lave Dot met
established standards in submitting individual retirement
records to the Bureau. Delays occur because of poor
coordination, low priority assignment, erroueous data, and
personnel shortaqes. The Bureau has not been effective in
speedinq up the process or iu assisting agencies in identifying
causes of delays and following up on corrective actioDs. It does
not haie established claims processing standards and, after
receiving retirement records from agencies, does not process
claims promptly. Finac ial hardship to retiring employees and
survivor claimants has resglted from delays and th-i fact that
survivor claimants d4,-It receive special payments wbilq claims
were being processed. Also, the Bareau has not carried out the
CSC policy oi .equirk qcomplete and timely reFlies to.
correspondence. C.1- recently instituted several new policies anl
procedures which shoQ   5peed up payments, but additiqlasteps
