         The prolite~ton of different weapons Gystems
developed by the members ot the North A-!antic Treaty
organization (N ATO) b.aincreased the cost of maintaini;g
existing forces, limited the force levels, and reduccd the
overall potential combat effuctireness. findings/Conclusions:
NATO has voiced a new resolve to intensify its mutual efforts to
achieve more defense for the resources expended. Current
interoperability initiatives are atteipting to overcome the
results of the present nonstandardization. Achieving
standardization for &A  long term, however, will require
identification and resolution of significant economic .,ud
political problems. ._!eommendations: In fiscal year 1979, the
conqrez,; should require the military services sad subsequent
budqet hearings to poin  out, vhen they propose a new
procurement or Justiiy an existing program, to what extent the
weapons system is i.ntekperable with those of %ur NATO allies
and how the interoperab lity can bo increased. Fundin2 for
systems should be :ea%$Cted in those cases where theCongress
is not satisfied wit-t    extent ol interoperability identified.
The Secretary of Defense should formulata a policy which will
empnasize, consisten   'tth minimum needs, the preference for
less sophistication   -,eapons systems to be developed to
enhance their potent aT ior wider acceptance in SATO. The
Secretary of State sbqiA initiate discussions with the eother
allies to ascertain the feasibility of amendinq the NATO
agreement to perit uwifgra selection of weapons and equipment
