Congress hap,,autborized tae construction of 520 onbase
new tamily housini units for the Tridefnt suhm.rine base in
 banqor, Washington. The'bepartment of Defei.se's (DOD's) policy
lo to reply on comru.ity housing and to curstruct military
housinq only when it is inpossible for the 'ommunity to provide
 housing. Findinqg/CQflclusions: Thc 520 uous_,g uiits regqiested
for the Tiident base ati not needed because suffici-=:nt onbase
bousing has a' iy 6 eP built or is uinder construction to take
care of housi :s projected through Septembe: 1j81.
?rojecticns i., 'at the Navy will need only 26b oiLase
linits in 1981. units are built, the Nvy will have 4
surplus of 9-5 i-. nqor in 1981. If the Navy assigns
onbase housing on s is other than zeed, as ic done
currently, the 683 iready built or under construction
will aot be used :ly. Tae estimated Governa 3nr cczt or
buildinq, operating, maintaining the 520 units %ould excge-
the cos+ of oaying housing allowances to militady families
residinq in the communiy. The effect on community assistance
funding, if the Navy clied entirely oL offbase housing, could
not be analyzed with any confidence. Recommendations: TLe
Seczetry of Defense shoqld: cancel construction plans for tht
520 additional sousing unints, assess annually the need ior
onbase housinq at Triaent, and direct the Navy to give piority
in assigning housing onbase a'z Trident to lower-grade persoinel.
