         After the Congress authorizes a water resources study,
the Eureau of ReclamjQi'on and tht, Corps of Engineers prepare
reports on the economic and environmental feasibility of
carryina out alternative solutions to the probltm under study.
The Water Resources Council, a policy aud coordinatin- body, has
established Principles and Standards for Planning ater and
relace,- Land Resources. These guidalines rcquirs that at least
two alternative plans be presented in each feasibility report,
one stressing economic development and the other environmental
enhancement. Both agencies have adopted internal regulations
incorporatinq these principles and st&ndards.
Findings/Conclusions: Bureau of Reclamation reForts,
particularly older oAA.4 have not provided adequate information
on alternatives. Current reports include more informatioe but do
not consistently address impottant issues, comply witL. current
procedures, or contdin comparable details rn alternatives.
Current procedures, #lohg with proposed changes if properly
implemented, should increase the amount of information anl
improve the consistepcy of data presented ou alternatives. Corps
of Engineers ieports generally are well-organized and address
alternatives but woud rovide a better basis fcr management
decisions if: the orqanlzation and format of each teport were
standardized and cors istently presented, more detailed
information were preqe.ed for each altern.'ti~e, and both
advai:taqes and disadvantages for each viable alternative were
discussed. ?ew draft Alency regulations, when fully in use,
should improve the agencies' presentation of project
alternatives. The ageacles should, in their procedures and
regulations, classify th'air budgets according to mission needs
