         Tho multiple-award Pedaral Supply Sc-ohuQ systas is
the method by %hich the General Services Administration (SSA)
awards coutracts to more than one supplier fer ccaparable
supplics or servirs. These suppliers are avarded contracts
annually and are listed on schedules which are distributed to
agencies for use in Grder.ng 4irectly from the contractors. GSA
selects contractozs from the schedules on the basis of discounts
from established cowercial pricelists. PindingsiConclusionst
Fedezal Property anagemnt Regulaticns require that agencies
not so licit bids, proposals, and quotations to test the market
solely for the purpose of seeking alternative sources to Federal
Supply Scheduleqs. Contractors are required to notity GSA when
price changes are made under schedule contracts. An examination
of 9 office eguipsnt contractor files indicated thate of 23
price reduction notifiations# 18 had been *&de in the required
1C aye r less. There are two types of Federal supply
Schedules, both of which ars competitive to some degree.
Multiple-tward schedule contracts are designed tc se industrr
distribution facilities and provide users with a selection of,
productz from comparable suppliers. Single-avard schedules cover
contracts made with oae supplier it a stated price for delivery
to a geographical area and are either fvrmally advertised of
noncometitively negotiated. Historical records on procurements
are maintained differently at various agencies, (RRS)
