          on February 23, 1977, the Secretary of the Navy
 approved the establishment of the Naval Aviaticn Logistics
 Center at the Naval Air Staticn in Patuzect River, Maryiand.
 This facility would consolidate depct management and logistics
 support functions located in San Diego, California; Norfolk,
 Virginia; Washington, D.C.; and Patuxent River, Maryland.
 Findings/Conclusions: The Navy estimated that the planned
 establishment of the Logistics Center would result in one-time
 costs of about $3.3 million and attributed no savinas to the
 planned realinement. GAO estimated the one-time cost of the
 realinement at about $6.8 aillion, including military and
 civijlian relocatiun, recruitment of new staff, severance pay,
 equipmeDt purchase, facility construction and repair, and
 renovation cf temporary facilities. The Navy planned
 ,'onstruction on two buildings at Patuxent River and repair work
 on a third building which was later reclassified as minor
 construction. The use of minor military ccnstruction funds to
 finance building modifications would be inapprc-riate and
 contrary to the intent of the military Construction
 Authorization Act. Recommendations: The Secretary of Defense
 should direct the Secretary of the Navy to submit a single
 project to the appropriate congressional committees for reviei
 and approval of all construction work for the establishment ox
the Naval Aviation Logistics Center. (RES)
