UBM, Inc.* a minority-owned small business# has
experienced difficulties in its attempts to obtain Government
cotracts and to promote the interests of minority firms in the
construction management, ccnstzuctio consultant, and value
enqineering fields, areas in which UE claims expertise.
Findings/Concluaions: A revicv of fouor contract awards files at
the Veterans' Administration (VA) and the General Services
Administration (GSA) showed that UBE scored relatively lcv as to
its qualifications to perform the work involved. The VA and GSA
small aad minority business representatives advised that they
have no formal programs for set-asides or section 8 1a)
assistanc t small and miDority firm.3 in thess fields. gB
identified the VA as the worat offender in terms of being
nonresposive to UBD attempts to obtain a contract, ODE was not
one of the more qaalified firms responding to the VA
solicitation. However, the VA Architect-Engineer Selecticn board
indicated a willingness to discuass with ODE the strengths and
%eaknesses of its qualifications. The VA is develofing plans to
put into effect a policy encouraging joint ventuxes with
minorAyt firms. This polic7 will probably include a scoring
adjustment factor in the evaluation for sucb jcint ventures. UM
had been ranked 8 out of a field of 13 in the GSA contract file
reviewed and had failed to take advantage of availatle
debrieinqs at which the strengths and weaknesses of their.
