         The Local Public Works Capital Devr.Icitent and
In.vestmernt Act of 1976 authorized fundiny Qf $2 billion to make
q(ants to State and local qovernments for constructing er
renovatinq public tdcilities and an amendment authorized an
iuditional $4 billion. Ir distrihutirg the adlitional funds, the
Lc.oncmic Development Administration (EtA) made allccations to
,he States and established planning targets fcT substate areas
oased primarily on unemployment statistics.
rindinqs/ConclusiOns: The planning targets  statlisbed for
,ackawanna County and the city of Scranton, Pennsylvania, were
leveloped in accordance with the agency's procedures and were
calculated accurately. A Fede:al official asserted that

provided to a New Jersey prlitical candidate days before the

Eecommendations: The Assistant Secretary for 1conoiic
)eveliopment shouid require that information regarding the
opera on of EDA's programs should te distributed to Menters of
