1978 pursuant to the lapoumdmen,. Contiol Act of 1974 proposed
the rescission oif $2.668 million in general criminal justice and
corrections grant funds appropridted to the Law kntcrcement
Assistance Administration (LEAA). Hovever, the r=oposad
leci.slative language submitted for congressional aprcval with

money but rdther the transfer of the funds.
Bndinqs/Conclusions: The proposal states that tue funds sought
t)r rescission are moleys that reverted to the IBAA for general
application since the States and local governments tc which they
were allocated did not use them. Although the message indicates
triat LAA could use the moneys, the Fresident stated that a
