          Several compliance cases in tLe Boston Regional Office
of the Federal Energy Administration (NBA) have remained open
for periods in excess of one year. As a res'lt, the
effectiveness of the compliance program has been limited.
Similar problems appear tc¢ exist naiaonvide.
Findings/Conclusions: The most significant factor contributing
to the delays in case resolution has been PEAes inakility to
resolve regulatory issues arising because of the complexity of
the price regulations. Until the reguletiont are clarified and
written in a manner to eliminate ambiguity, ccmpliance case
resolution will continue to be ispeded by unresolved regulptory
issues. FEA's compliance program cannot be effective until the
agency reises its regulations 6o that they cat be enforced.
Reccmmendations: The Secretary of the Department of Energy
shouV: corduct a thorough review of the petroleum allocation
and price regulations to determine what sections need revision
to eliminate vagueness anA ambiquity; place tep priority on
resolving all outstanding regulatory issues so that compliance
cases caz be reao.wed without further delay; atiA complete
efforts to implement the recosendations of the Task Porce on
Compliance and Enforcement in order to improve case processing
procedures. (SC)
