 pl-pare environmental impact statements telcie licensing

 porerplant license applicants as the tasis for preparing its
 environmental impact stateuents. The Cormission's staff prepares
 its own statements which reflect its findings and ccnclusicns,
 and these staff statexents, as modified by NRC hearing Icards in
 thir licensinq decisicns, become the final Ccmmission
 state&ments. findings/Coiiclusions: Relying on applicants for
 letaiied environmen+al data makes it especially important for
 the Lommission to subject the data to rigorous and thorough
 i. ternal and putlic scrutiny in -Lspaing envircamental impact
