         Logistical support at the Kwajalein Missile Range in
the Marshall Islands is provided through the scrvices of a
contractor, Global AssociateL, uiider the teZms of a
cost-plus-award-tee incentive contract awarded ty the &riy's
Ballistic   issile Defense Systems Coumand in Huntsville,
Alabama. The contractor provides a myriad of services to ranyc
osers, tenant agencies, and about 3,300 resident eaFioyeas and
dependents. ibe current 3-year contract is expecte:d to cost
about $81 million. Findings/Conclusions: Although management
nas improved in response to recommendations resulting frcm an
earlier review cf logistical support,   zcntractcr-oFerated
ioqistical activities in supply, vehicle maintenance and use,
and tne Army's surveillance of contract oFerations and ccntrcl
over labor can still be improved. De-pite a labor cost ot over
t4b million in 26 montns, monitoring the ccntractors' use ct
emplcyeeis was not being emphasized. Reccmmendations: The
Secretary of the Army, through the Ballistic ?iissile Defense
5ystk.ms Command, should provide guidelines to Army range
