The President's 18th special message for fiscal year
1977 that was tran :itted to the Congress pursuant to the
1nu.'ment Contrcl Act of 1974 included a proposed deferral of
funds for the Energy Research and Development Administration and
a r vision to a previously transmitted 4eferral of funds for the
Department cf the Treasury. Findings/Conclusions: On July 28,
1977, the Comptrcller General reported the deferral of $13.4
;llion in budget authority for the Intense Neutron Source
Facility, Lcs Alamos Scientific Laboratory, New Mexico. The
President's reported deferral for the project proposed the
withholding of 211.3 million. The $2,.1 difference ha' been made
available to the project for architectural and engineering
activities. Revisions to the prq-osed deferral of funds for the
Office of the Secretary, Antirecession Financial Assistance
Fund, of the Department of the Treasury were also proposed. The
information Frovided in the two proposed deferrals was correct
and the actions taken have beeni clearly and accurately
