Pueblo. Specifically;, you askcd us to (1) verify ±'e
Postal Sorvice's avizcrc- etimrateq, (2) assess the ffect of
the transfer on mail delivery perfori'ancc, and (3) fetezmine
whether the Colorado Sprinqs Post Office is und6er utilized.
The Colorado Srinos' mail markup function v.as trans-
ferre& to the Pueblo Post Office at about the same time
Pueblo was consolidatina its markup function. Consolidatinq
both Pueblo's and Cclcrado Springs' mail mar!uo funztiens
was des4gned to re6uce the cost of mail markup for toth
cities without adverselv affectirq service. As of
