Dear Senator Cotton:
     In accordance with your request of July 14, 1970, the General
Accounting Office reviewed the manner in which certain Federal funds
granted by the Office of Education, Department of Health, Education,
and Welfare (HEW), to the Unlversity of New Hampshire were expended.
The Federal funds involved were granted under title I of the Higher
Education Act of 1965 (P.L. 89-329), to conduct community service and
continuing education programs.

     The purpose of itle I of the Higher Education Act of 1965 is to
assist the people of the United States in the solution of community
problems such as housing, poverty, government, recreation, employment,
youth opportunities, transportationf health, and land use by enabling
the Commissloner of Education to make grants under this title to
strengthen community service programs of colleges and universities.
Community service programs are intended to assist in the solution of
these problems through educational programs, activities, or services,
including research programs and university extension and continuing
education courses.

     For a community service program to be eligible for Federal finan-
cial assistance the grantee institution must determine that the pro-
posed program, activity, or service is not otherwise available and is

consistent with the institution's overall educational program and
effectively utilizes its resources and the competencies of its faculty.
Where courses are offered, they must be acceptable towards a degree or
be of a college level.

     The total Federal appropriations foi title I and the amounts
granted to the State of New Hampshire for fiscal years 1966 through
1970 are as follows.
