            On, March 9, 1970, representatives of the General Accounting Of-
      fice appeared before the W'ays and Means Qomnmittoe in executive session
      to brief the Comnmittee on our audit work vuirth respect to the Medicare
      program. The Medicare. prograrn is adinistered by the Social Security
      Adninistration (SS3, Department of Health, Education, and elfare0
      (wicl- has entered into contracts vith various private insurance com-
      pAes--such as Blue Shield organizations--to makle benefit payments
      for physicians' services under the Supplementlary Medical Insurance
      BF-ieffits for the Aged (part 3) portion of the ledicare program. The
      natters we discussed before your Co..mmittee included our revipws at
      five hospitals concerning part B paynents for the services of supervisory
      andl teaching physicians.
           On May 7, 1970, the Chairnan of the Conittee on inance, United>

      Stt5es Sen t , requested that we furnish that Conazittee with individual
      rerArtE on these reviews because the Conm-ittee vould soon be consider-
      ing legislativo changes concerning IVMedicare payments to supervisory
      an3 teaching physicians. In connection with this request, Mr. William
      Fulierton of the staff of the Ways and Means Committee requested that
      we Thrnish similar reports to you.

           The enclosure to thlis letter sets forth the results of our review
      of M[edicare part B payments inade by the M-.ichigan Mv1edical Service
      (Blue $hield) for the services of salaried supervisory and teachh.g
      ph-ysicians at Her-nan Kiefer Hospital in Detroit, M,4ichigan. Following
      is a sumnary of the iniormation obtained during our review at the
      Herman Kiefer Hospital. These points are discussed in more detail
      in tie enclosure.

           --For the 3-year period ended June 30, 1969, Blue Shield paid
             about $354,000 to the hospital under part B of. the Medicare pro-
             gram for the services of salayied staff physicians at the hos-
             pital. The billings were on a foe-for-service basis in the namaes
             of specific physicians for specific services provided to specific
             Medicare beneficiaries. (See pp. 3 through 5.)
