Your letter states in part: During our Subcoamttee's hearings on February 25, 1976, on the ZEJA authorization bill (.. 12_13) for FY 1977, we questioned the use by ERDA of Systems Studies subprogram funds for various contracts that were beyond the scope of (a) that x'ubprogram as explained by TZDA in its budget presentatioa for FY 197; and ( ) the intent of the Cormittee as expressed in our reporc of June 13, 1975 (0. Rept. 94-294, p. 71). We thought that as a result of those hearings this practice swuld be halted. Fowever, we now find that this is not the case.
