     Dear Dr. Seamans:

           During our review of the safeguards and security of the
     Energy Research and Development Administration's (ERDA) Rocky
     Flats Plutonium Facility, being conducted at the reouest of
  K Congressman Timothy E. Wirth (Colorado), we have noted a situ-
     ation that warrants your immediate attention.

           In the recent past ERDA has required its contractors pro-
     posing to build facilities for handling special nuclear
     materials (SNM)--enriched uranium and plutonium--to make and
     document in a Safety Analysis Report (SAR) an overall analysis
     of how the proposed facility will protect the health and safety
     of the public. Generally, the analysis includes a safety
     evaluation of, among other things, (1) site characteristics,
     (2) plant design, (3) possible accidents, (4) natural phenomena
     associated with the reaion in which the facility will be built,
     and (5) the operating limits of the proposed facility. The
     analysis is submitted to ERDA for review. It is used by ERDA
     to insure that the propcsed facility is designed, constructed,
     and operated in a safe manner and that environmental protection
     and health and safety matters are comprehensively addressed with
     all risks identified and reduced to an acceptably low level.

           EDA does not, however, require its contractors to make
      current analyses and predare SARs for existing facilities
      handling SNM to determine whether all safety risks have been
      identified and reduced to an acceptably low level. ERDA
      officials told us that several of its field offices have
      requested its contractors to perform such analyses and prepare
      written reports. Such analyses are at the discretion of the
      individual field office and consequently, their scope and detail
