          The General Accounting Office currently is conducting a
     review of the adequacy of the enforcement of the housing reg-
     uII a t i ons in the                        Ho' .sti Columbgia by. tsg Tion,
     Depa r teto L. .o.iQmai_c Developinent. We have examined into
     the adequacy of the I)strict's efforts to protect residents
     by identifying and eliminating poisoning hazards resulting
     from the use of lead-based paint in residential dwellings in
     the District.

          We reviewed the basic-regulations, pertinent correspon-
     dence, and statistical records applicable to planning, execu-
     tion, and enforcement of the District Housing Code and, in
     pa ticu1ar, CommJ .;ioner's Order No. 70-1.1 which amended
     sections of the housi.njg code relative to the usc of lead
     paint on cxprised interior surfaces of d~vellings,

          The order places responsibility on the Housing Division
     for securiij; spec-imens of paint, plaster, or structural mate-
     rials when inspection discloses flaking, peeling, chipped, or
     loose paint or other evidence indicating that there may be a
     hazard. If an analysls of the secured specimens reveals the
     presence of lead or its compounds in a quantity in excess of
     1 percent by weight or in a quantity otherwise sufficient to
     constitute -) hazard to healtih, the Director of the Department
     of Econoi ic Devel opment is required to -notify the inhabitants
     of the dwvitling and to order the owner of the dwelling citl,.zr
     (1) to termi ate occupancy or (2) to remove materials con-
     taiinng I e'd or its compound-, or, otherwiSe, to cover such
     interior !,urfaces that consti tute a hazard.

          Lead poisoning is a serious and sometimes fatal illness
     generally affecting children aged 1 to 6 years. The princi-
     pal cause of this type of poisoning is the ingestion of lead-
     based paint from walls and woodwori, of old and dilapidated
     dwellings. Prior to 1940 le;d pigment paints comonly were
