       Dear Mr. Chairman:

            We have obtained data on the contributions made by the U.S.
       Government and those pledged by othe donors    ring the period
       July 1, 1971, to April 30, 1972, for humaujarian assistance to
       disaster victims in Bangladesh (fomerl   East Pa-stHiY ahd India.
       These data have been-E-al'fe6d and presented in our enclosures to
       this letter to show the relationship of the U.S. Government contri-
       butions to the total worldwide contributions for that period.

            These enclosures were developed in response to the request of
  C    the Senate Committee on Appropriations in its January 1972 report
/      on the fiscal year 1972 Foreign Assistance and Related Programs
       Appropriation Bill and in accordance with our discussions with your
       Subcommittee's office. A February 1972 conference report set forth
       the belief that the United States should try to limit the funds for
       obligation to an amount not more than 40 percent of all contributions
       provided for such assistance.

            The data presented in the enclosures are based on the best
       information made available to us. We obtained the data concerning
       the U.S. contributions from documents made available by the
       Departments of State and Agriculture and by the Agency for Inter-
       national Development. Amounts of contributions pledged by other
       donors were obtained from summary reports prepared by the United
       Nations, the Department of State, and the Agency for International
       Development.

            The amounts shown in the enclosures as contributions of the U.S.
       Government are those authorized and provided or those expected to be
       provided. Those amounts represent actual or estimated delivered costs
       to the U.S. Government of the resources contributed or authorized to
       be contributed.

            We could not confirm the correctness of the amounts shown in
       the enclosures as pledges of donors, other than the amounts for the
       U.S. Government, nor could we ascertain their status. U.S. officials
