                            WASHINGTON. D.C. 20O8

   B- 172707 MAY 10 1973

The Honorable Harrison A. Williams, Jr. LM096366

 &I United States Senate

   Dear Senator Williams:

Your March 12, 1973, letter requested us to furnish
information in response to a constituent's inquiry regarding
the -iatioi fithe Munitions Command (MUCOM)
,at Picatinny Arsenal, Dover, New Jersey, an -th-e Weapons Com-
mand at Rock Island, Illinois. Your constituent suggested ;ro
-postp oning the move of MUCOM until June 1974 and coordinat-
ing the move with that of the Army Electronics Command from
Philadelphia, Pennsylvania, to Fort Monmouth, New Jersey.

We noted in our February 21, 1973, letter that we were
studying all aspects of the Army reorganization, including
the creation of an Armaments Command by consolidating the
Munitions and Weapons Commands. We intend to report our
Cfindings and conclusions to the Congress by July 1973 and 6'y'o '/
  - will, of course, send you a copy of our report.

In the meantime, we can furnish you with the following
interim information which was obtained without a complete,
in-depth examination of the available documentation.

The reorganization will result in an initial relocation
of 282 jobs from MUCOM in Dover, to the Armaments Cm-mTan&i
ocl IsiinT and the elimination of 323 existing jobs at MUCOMo
The Army expects that, - f-V -5-eby-the re-
organization at MUCOM, Dover, New Jersey, 173 will transfer
to Rock Island, 170 will retire or take other jobs, and 192
will be involved in a reduction in force. The Army still
estimates that all 173 transfers will be completed during
July, August, and September 1973. Three project manager of-
fices with 139 positions will also be transferred from Dover
to Rock Island, but not until July 1974.

The schedule for transferring Dover functions to Rock
Island depends on the schedule for consolidating the MUCOM
functions at Joliet, Illinois, and the Weapons Command func-
tions at Rock Island and for creating an Armaments Command.
