              Dear Mr. Chairman:
                   In response to your request of Noverber 13, 1972, we are reporting
              cn the history and current status of allocation of funds and personnel

              1)73 for tha O- ie of the Administrator of the Environmental Protec-,.
              Lion Agency ([PA) and for other EPA offices and functions which did
              not directly irplement particular programs.  (See enc. V1.) We also
              analyzed the staffing and/or funding levels for certain EPA programs.

                   EPA su, pIied us with information on overall personnel and funding.

                   We reviewed EPA's records and the Department of Health, Education,
              and Welfare's (HEW's) records for those fiscal years when HEW had respon-
              sibility for administering the clean air and solid waste programs. We
              held discussions with agency officials, raviewed congressional hearings
              and reports pertairir2 to the Cnan Ar Act and the Solid Waste Disposal
              Act, as amer,ded, and examined EPA quidelines and regulations.

                   For fiscal ye,7rs 1953 through 1973, the Clean Air Act, as amended,
/             autfforizc  h ,, appropriation o-F about $1.7 billion. During that period
              t1- Pongrss annorriatod 7bout $POO million, of which about $578 mil-
              lion had been cbligated as of June 30, 1972. EPA estimates that an ad-
              dltlonal T151 nillion will be oblhqated during fiscal year 1973.  (See
              enc.. I.) Total staff assigned to im1,rcnt the act increased from 434
              at the end of fiscal year 1963 to 1,348 estimated for fiscal year 1973.
