   Dear Mr. Moss:

        This is in response to your letter of September 12, 1973,
   regarding the propriety and -egality o   hora-,0O
   squareyars of c ag        to be used in two warehouse sections
   at McClellan Air Force Base, Sacramento, California.

        We found that:

        --The carpeting was pa- _-fLa i,1,p.gram that
          included painting and partitioning of two sections in
          former warehouse facilities. These facilities have
          been used as general-purpose office space since 1965.
          The former occupants of the sections moved to other
          buildings and thus facilitated the improvement program.

        --The improvements were made in anticipation of the
          transfer of about 350 employees from the Oklahoma Air
          Materiel Area to the Sacramento Air Materiel Area.
          The transfer is R  of an overa4l Air Forcep consoli-
          dation program to centralize various functions; i.e.,
          repair of selected-avionics.  The transfer had not
          begun when we concluded our review.

        --The Commander, Sacramento Air Materiel Area, obtained
          approval from higher authorities to install the carpet-
          ing as required by Air Force Manual 67-1, paragraphs
          15a and b.

        --Appropriate fiscal year 1974 funds earmarked for office
          equipment were used for the purchase.

        --The carpeting was purchased through the General Serv-
          ices Administration.
