     Dear Mr. Vice Chairman:

          This is our repl to your letters of September 18, 1973, and
     November 1-1, 1973, and a supplemented by discussions with your
     staff. These letters and r,.cquf.sts asked that we obtain answers to
     questions concerning (1) the u:-c of mil itary enliste-d aides- in. the
     personal ,ervice of the .Ircsid,   nd- the Vic -,Presdent, (2) the
     military officers assigrLed to the White Hous-e, and (3) the use of
     steward's assighid to comnnandandflight messes in the pers-o-nfaT
     service of flag rank officers and high-level civilian officials.

          Naval personnel have been assigned to White House support duties
     continuouslv since the first Presidential yacht was assigned to President
     Rutherford B. Hayes in 1880. In 1942, President Roosevelt established
     Shangri-La as a Presidential retreat and directed that messing facili-
     ties le provided by Navy stewards from his yacht, the Williarnsbur.
     The White House St,.ff Mess was established in 1U51 and again manned
     by stewards detailed from the Williamsburg.

          Concurrent with -Lhe deaz..tior of t.e Williamsburg in 1953, the
     Naval Administrative Cnit was formed to provide personnel required to
     operate and maintain the two remaining Presidential yachts and also to
     serve as an administ-ative base for the stewards detailed to the WVhite
     House Staff Mess.

          The Naval Administrative Unit currently has 2 officers and 91
     enlisted men (53 stewards and 38 other enlisted personnel). Their
     only mission is the operation of the White House Staff Mess and the
     Presidential yacht, Senuoia° The Department of Navy staffs the
     Unit as it would any instailation but has no control over its operation.

     to the Presidcnt.
