In our d report, we proposed that you take the necessary ac- tions to asure that engineering develo nt projects axre ordinarily initiated and continued only in response to a properly approved re- irements document and that we be advised on the progress to make the processing of these documents more timely. W also proposed that the Secretary of the Army initiate certain procedures whieh should tighten cotrols over the use of fads for product imrovement progr , and investigate to determine if similar sitations exist in other p rrgro . In addition., w proposed that the omnding General of the Munitions C m take actions to improve the validity of initial cost and time estimtes of engineering development projects and to institute procedures to cause needed info rtion to be transmitted to C ad-leve m ners The Assistant Secret=7 of the Army (Research and Development) in his reply, on your behalf, dated January 4, 1971, cited a series of actions that had been taken to: --Improve the current requireaents process. --Establish procedmues requiring the U.
