     Futher reference Is made to a letter of Jamnary 19, 1972, fra
mr. Curtis w. Tarr, forwer Director of   leetive .ervIce, requesting
oaw decision as to vhetbar he might lawfully delegate emtbority to
approve for payment such training course expenditures as are ppro-
priate in the administration of the .tralning prog.,am established by
the Selective Service   rstem pursuant to the Goverroemt Jkployees
ai.ning Act, approved Ju    7, 1958, Pu3  L. 8 -507, 72 Stt. 32T,
reenacted and codified-at 5,U.S.C. 410 iO-18.

     fTe act provides for the establishment of emloyee training pro-
arms by the heads of Fedural agencies, and authorises payment of the
expenses of such training. In the course of and incident to the
establishment of a training program for employees of the Selective
Service Syatem, Mr. Tarr desired to delegate to certain offLeers the
approvl for payzent of such training course expenditures as are
appronate to achieve the objectives of the program.    Wds delegation
of authority vould be accxmplished. by means of a proposed directive to
provide in substance as follova:

     We have been inforwany advised that the intent of the proposed
directive is to confer authority both to approve training course
expenditures on an individual basis, and to establish criteria for
general application vith respect to the ry-meat of training costs. The
submission vas stated to be based upon the following considerations.
          It appears that neither the lawnw  of the Act
     -itself nor that of the £zplementing 6/vi Service
     CcmissIo!7 regulation carries ay owri sion for the
