Dear r. Rose:


     Your April 9, 1976, letter asked us to determine whit action the
Small Business Admiristration (SBA) had taken to help business women
throloh its 8ectio. 8(a), ncurnc:t prcram.     in an  pri-, -1 i...tLrioj
with the director and legal counsel of the Congressional Clearinq-
house on Women's Rights, we agreed to obtain information on th-. uumben

of 8(a) contracts awarded to business woTmen during the last 5 yeois.
We also agreed to determine whether SBA had an outreach program to
advise business women of the 8(a) program.

     Section 8(a) of the Small Business Act authorizes UA to enter
into procurement contracts with Federal agencies and, in turn, to
subcontract the work to small businesses.

     In awarding an 8(a) subcontract, SBA hopes to provide a firm
with enotucgh work to operate profitably while developinq its own sais.
SB intend, that a firm will no lon ge r use the  a ) program atefar
achieving a competitive  ,sition in the market place.

     The current emphasis of the program is to provide subcontra02ts to
persons who have been deprived of a competitive position in the :con-
omy because of social or economic disadvantage. Such disadvantaie may
arise from cultural, social, or chronic economic cirl umstances, K.ck-
ground, or other simil, causes.   indivicual women may qualify for the
program under these standards but SBA does not consider women to bt a
socially or economically disadvantaged group.
