  Dear Mr. Chairman:

       Pursuant to your request of July 3, 1973, we informally provided
  you with information on July 10, 1973, concerning (1) the amount of
  funds pRK-Oidv d to the,..4ial Tribe! Chairnents Association (1T'CA)
  L-by Federal agencies in fiscal years 1972 and 1973, (2) the purpose for
  which such funds were provided, (3) the appropriations from which the
  funds were made available, and (4) any restrictions placed on the use
  of the funds provided. On September 24, 1973, you requested that
  this information be>updated by including any additional funds provided
  to NTCA since July 1973.

       NrCA is composed of elected or appointed chairmen, presidents,
  governors, chiefs, and other leaders of reservation Indians and
  federally recognized tribes within the United States. The purpose
  of NTCA is to provide a forum through which meaningful consultations
  between the Federal Government and the Indian community can occur.
  NTCA also assists in directing and administering Federal programs in
  order to aid reservation Indians.

       As of October 31, 1973, NTCA had received seven contracts and
  two grants, totaling $875,158, from the Bureau of Indian Affairs,
  Department of the Interior; the Indian Health Service, Department of
  Health, Education, and Welfare; the Office of Economic Opportunity;
  and the National Council for Indian Opportunity. A summary of the
  funds provided to NTCA as of October 31, 1973, by each agency is
  contained in Enclosure I. Agency officials told us that no restrictions
  were placed on the use of the funds except that they were to be used
  for the purposes stated in the contract or grant agreements. Detailed
  information on the various awards by each agency is includ2d in
  Enclosures II through V.
