     We reported to the Chairman, Subcommittee on Postsecondary Education,

House Committee on Education and Labor, and to the Chairman, Subcommittee
on Civil and Constitutional Rights, House Committee on the Judiciary .

pursuant to a joint request del_ A       5il 9.76, We analyzed a sample

of guaranteed student loan bankruptcy claims, using information from

the Office of Education, State guarantee agencies, and bankruptcy courts.

Our report drew a profile of the average student who sought relief,

through bankruptcy, of a guaranteed student loan obligation.

     During consideration of H.R. 6 (a bill revising the Bankruptcy

Act), the subcommittees sought information which would help them decide

whether federally insured or guaranteed loans should/should not be

nondischargeable for a five year period from the time the borrower's
repayment schedule begins.
