     In accordance with arrangements made with your office on
September 9, 1970, we reviewed, at the nine flight training schools
listed below, certain administrative practices related to the enroll-
ment of veterans in the schools. The Veterans Administration (VA)
rehied upon the~e practices to assure compliance with certain legisla-
tive requirerrents concerning the enrollment of veterans at the schools
and the reimbursement to the veterans for the cost of school tuition
and fees.

     Our review was completed in November 1970 and included visits
to the followng schools.

     California

          California Aviation Service, Oakland;
          Capiitol Sky Park, £nc., Sacramento, and
          Sierra Academy of Aeronautics, Inc., Oakland

     Texas

          Amarillo Flight Service, Amarilo;
          Brol  and Bro n Flying School, Dallas, and
          Flying Inc., Amarillo



          Pacific Aviation, Inc, Seattle,
          Seattle Flight Service, Inc., Seattle  and
          Vagabond Aviation, Inc., Olympia

     We vissted the State approving agence in Austin    Texas;
Sacramento, California, and Olympia, Washington. The State approving

We also vii~ted V regional offices in San Francisco, Calfornia, Waco,
Texas; and Seattle, Washington.

     We found that the schools, generally, were (1) collecting from
